Taxi and hackney carriage licensing


The House of Commons Transport Select Committee on taxis and private hire vehicles recommended in February 1995 that taxi licence applicants should pass a medical examination before a licence could be granted.

which are totally agree with that however there is one issue with scottish act related with taxi and private hire licence to the local authorities to decide wether to limit and restrict the number of the taxi plates here is a mssvice question mark specially after what west lothian council done they insist to restrict the number of the taxi for no legal reason and when the complaint made to the scottish government the government claim they can't do any thing as it is up to the local authorities to do so and the government ignored the rest of the CIVIC GOVERNMENT (SCOTLAND) ACT 1982

The wording of Section 10(3) is as follows: -

”The grant of a licence may be refused by a licensing authority for the purpose of

limiting the number of taxis in respect of which licences are granted by them if, but

only if, they are satisfied that there is no significant demand for the services of taxis in

their area which is un met.

that was not the case in west lothian area the council ignored all report and search which is clearly indicate there is a huge demand and lake of the taxi service in west lothian and even report by they chief solicitor back on 2007 advice that west lothain council can not any longer limit the number of the taxi's even so they insist to limit it for they own illegal  reason which is favoritism and racism as there is was no any foreign taxi drivers hold a taxi plat in his own name and they were protecting some of the councilors friend who used to earn 100k a year illegal money by renting the taxi plat from west lothian council for £300 a year and rent it to another drivers for £4000  a year illegal ,fraud , you call it and in the end it is tax free ,

the licence committee were very angry when i attend a meeting and did say some of this information which is listed on westlothiancab.co.uk 

it is time to takes this matter serious and take about it after the scottish government protected west lothian council and let them do what ever they likes ,

 

Responsibility for determining the standards, including medical requirements, to be applied to taxi drivers, over and above the driver licensing requirements, rests with the public carriage office in the metropolitan area and the local authority in all other areas. Current best practice advice is contained in the booklet "Fitness to Drive: A Guide for Health Professionals" published on behalf of the Department by The Royal Society of Medicine Press Limited (RSM) in 2006. This recommended that the group 2 medical standards applied by DVLA in relation to bus and lorry drivers, should also be applied by local authorities to taxi drivers.
